Non-public School Students Services

 Non-public School Students Services at SCESC’s Northern Hills Academy in Sparta, NJSince the 1981-1982 school year, the Sussex County Educational Services Commission has provided educational programs and services to students attending non-public schools.

An array of state and federally-funded educational programs are provided through contracts with other public school districts.

As an educational services commission, we are committed to providing quality programs. Towards this end, we are bound to provide services in a manner consistent with ethical standards, which are commonly accepted by the communities we serve.

Under Chapter 192-193 (Laws of 1977), the Sussex County Educational Services Commission contracts with public school districts, i.e., the host district within which the non-public school is located, to provide specific, state, and federally-funded educational services. These services are provided in accordance with Chapters 192-193 (Laws of 1977) and the non-public proportionate share of Individual with Disabilities Improvement Act (IDEIA).

Services Provided Under Funding

  • Chapter 192 – Services are available to eligible pupils in Compensatory Education (Reading, Writing, and Math), English as a Second Language, and Home Instruction.
  • Chapter 193 – Special education services are available. Evaluation and Determination of Eligibility are provided according to code. Speech-Language specialists provide Speech Evaluation and Speech Services for those students with articulation, fluency, language, and vocal disorders. Supplementary Instruction in available to students determined by their IEP teams to be eligible for special education.
  • IDEIA – This federally funded program accesses revenues for related services and/or supplies to students eligible for special education. These related services might include additional pullout speech and supplementary services, in-class supplementary services, and/or therapies.

Services We Provide

  • Communications and Computation – Student's eligibility is determined by assessments and secondary measures. Students may receive reading, writing, and/or math instruction.
  • English as a Second Language – For pupils identified as Limited English Proficient. Instruction is provided to develop proficiency in listening comprehension, speaking, reading, and writing in English.
  • Home Instruction – Eligible to non-public students who are unable to attend school for two weeks or more for medical reasons. SCESC's teachers work closely with the classroom teacher in providing the instruction.
  • Evaluation and Determination of Eligibility – SCESC Child Study Teams / IEP Teams assess students, determine eligibility for special education, and develop educational services plans.
  • Supplementary Instruction – Students must be eligible for special education as identified by their IEP Teams. Students receive instruction based on the Service Plan written by the IEP Team.
  • Each student receiving supplementary instruction is scheduled for an annual review or reevaluation as appropriate.
  • Speech-Language Services – For students who are eligible because of having articulation, language, fluency, vocal disorders, and/or language delays/disabilities.
  • IDEIA Services – Students who are eligible for special education may receive, as appropriate, additional pullout speech and/or supplementary services, in-class supplementary assistance, and/or therapies.

Additional services are dependent upon notation in the student's Service Plan, approved by the SCESC Superintendent, and funding through the host district's IDEIA non-public proportionate share.
